On WhatsApp the carousel is a Meta message template that the platform creates on first use and submits for approval; until it is approved, each item is sent as an image message with a Select button. More than 10 items are split into further carousels, a trailing single item is sent as an image message, and a reply with only one
horizontal-list-item is dropped.
